Uno de sus temas más controvertidos, Program # 5, debe su título a un supuesto programa de condicionamiento mental experimentado durante los años 70 por la CIA para crear hipnoasesinos, que se activarían -tal como pasa con los durmientes- mediante un "psy trigger", un disparador psicológico que actúa a través de una combinación concreta de notas/sonidos/secuencias oídas de modo casual u obsesivo: por medio de una llamada telefónica, algún jingle o música de spot. Se ha sugerido el empleo en las bases de Program # 5 del SSSS, Silent Sound Spread Spectrum, conocido también como S-Quad o Squad. Como explica su creador, Oliver Lowery "The modulated carriers may be transmitted directly in real time or may be conveniently recorded and stored on mechanical, magnetic, or optical media for delayed or repeated transmission to the listener." Mediante el SSSS se consigue un efecto aural extremo, cercano al del condicionamiento mental empleado en el genuino Program # 5.
